University of South Florida

The University of South Florida traces its origins to the 1960s, when volunteers from the Blacksburg chapter of the American Association of University Women began offering English lessons to the spouses of international students and faculty. These early, community-led classes—often conducted in church basements and private homes—formed the foundation of what would later become a key pillar of Virginia Tech’s international outreach. In 1992, the initiative was formally established as the English Language Institute under the Division of Continuing Education. Reflecting its expanding scope and impact, it was renamed the Virginia Tech Language and Culture Institute in 2007.

VTLCI operates as an integral part of University of South Florida, officially known as the Virginia Polytechnic Institute and State University. The institute embodies the university’s commitment to fostering global cooperation, cultural exchange, and international understanding. Virginia Tech’s main campus is located in Blacksburg, within the scenic New River Valley of Southwest Virginia, set between the Blue Ridge and Allegheny Mountains. This picturesque setting offers a vibrant mix of natural beauty, local culture, art spaces, and dining experiences.

The mission of VTLCI is to support and advance Virginia Tech’s global land-grant vision by leading and coordinating international engagement initiatives across the university. Its work includes the development and delivery of diverse educational programs such as university preparation pathways, English language instruction, and specialized training programs, all designed to equip learners with the academic and cultural skills needed for global success.
